The Challenge
City residents in need of government assistance navigate a fragmented landscape of programs administered by different agencies, under different eligibility rules, through different application processes. The client sought to change this: building a single platform where any resident could screen for all programs they might qualify for, apply, and track their application status in one place.
The architectural challenge was substantial: integrating data and services across multiple city, state, and federal agencies with distinct systems, data models, and governance requirements, while building a platform capable of serving millions of users across diverse languages and devices, at the reliability and security standards required for a public-facing government system.
Our Approach
InfoPeople established the Enterprise Architecture and Application Architecture foundations for the platform, enabling the design of a system that is highly scalable, resilient, secure, and responsive across the full range of anticipated demand.
Our architecture work focused on cross-agency data integration: defining the integration patterns and service design necessary to connect disparate agency systems into a coherent platform experience. We designed for extensibility from the outset, ensuring that new programs and agencies could be incorporated without requiring architectural rework.
AWS cloud services were used extensively throughout the platform to optimize cost of ownership, elasticity, and operational resilience, enabling the platform to scale with demand while keeping infrastructure costs aligned with public sector constraints. Multi-language support across 11 languages was built into the platform architecture to serve the city's linguistically diverse population without requiring separate implementation tracks per language.
